The Association launches at a pivotal moment for American education. With the landmark FSTC program set to take effect on January 1, 2027, an unprecedented opportunity is emerging to generate privately funded scholarships that help students and families access educational services, academic support, and enrichment opportunities in public and    non-public school settings.

“The launch of the National K-12 Opportunity Association will bring together organizations and leaders who share a commitment to expanding educational opportunities for students in all school settings,” said Anne Lesser, President and CEO of K-12OA. “Through this collaborative effort, the Association will strengthen education partnerships, expand access to scholarships, advocate for the FSTC program and help turn this historic opportunity into a positive impact on children’s lives across the country.”

The FSTC program allows eligible taxpayers to receive a 100 percent federal tax credit of up to $1,700 annually for charitable contributions to qualified scholarship granting organizations (SGOs). Those organizations then award scholarships to eligible K-12 students in public and non-public schools to cover qualified educational expenses such as tutoring, special education services, extended day programs, educational technology, tuition, instructional materials, and more.

As the program approaches its 2027 launch, collaboration will be essential to help families, schools and school districts understand and access these opportunities for students. K–12OA seeks to foster connections across the education community, encourage the exchange of information and best practices, educate taxpayers about the tax credit and support a shared commitment to reaching more students.
